The Ministry of Finance of Estonia and Tallinn University Institute of Political Science and Governance in co-operation are organising a seminar entitled "Theoretical and Practical Aspects of Strategic Management”.
The main objective of this event is to spread and exchange the best practice in the field of the strategic management and planning in the policymaking process. The aim is also to put strategic management issues into larger context of the policy design themes in general. The seminar is targeted to the experiences of the horizontal as well as vertical level of strategic management. Horizontal management means the way in which ministries coordinate effectively the initiation and implementation of a government programme that affects more than one ministry. Vertical management means the effective planning and steering of a ministry. In both terms of strategic management the following aspects are to be steered: target setting and monitoring, reporting, involvement of the stakeholders etc.
The institutionalized system of strategic planning was implemented in the of the year 2005 in Estonia, however there have been several initiatives implemented already more than ten year ago. As Estonia is followed also the experiences of the other countries in building up its system it would be valuable to exchange the information about the last state of affairs in the different countries.
The main target group of the seminar will be the practitioners - high-level experts of policy design and development plans working in Estonian public organisations (approx 75 participants).
The seminar will consist of the plenary sessions and workshops.
The preliminary agenda of plenary sessions are as follows (presentation approx 30 min):

Contemporary theories and models of policy-cycle design

Application framework of policy implementation, operationalization of policies (different aspects of strategic management)

Interactivity of policies and strategic planning. Policy design in changing environment: context and problems.

Policy planning on different levels of governance (policy design and planning on top level)

Variations of policies and strategies (examples of the public policies)

Involvement in the policy planning
The full papers will be published in the collection of seminar articles by the beginning of 2009 and are asked to be submitted electronically after the conference
